If you’re cascading OKRs from company → department → team → individual, you’re fundamentally misunderstanding what OKRs are designed to do.
Most OKR implementations don’t fail because OKRs are flawed. They fail because companies force OKRs through an org-chart cascade that kills the very thing OKRs are meant to create:

Cascading OKRs feels intuitive because it matches how org charts look. If the company has objectives, surely each department should have “its” OKRs, then each team, then each individual.
The problem is that strategy doesn’t execute through reporting lines. It executes through value delivery.

So when you force a strategic objective into a functional cascade, two things happen:
The objective fragments.
Each department creates a version of the goal that fits its remit. The organisation gets “aligned” on paper but diverges in practice.
Agency dies.
Teams receive objectives as assignments rather than problems to solve. They comply instead of committing. You get output plans, not outcome ownership.
That’s the core failure mode: cascades produce administrative alignment, not strategic alignment.
If you remember one line, make it this:
OKRs should organise work around value, not org charts.
Which means the question “What’s this team’s OKR?” is often the wrong starting point.
The right starting point is:
What outcome matters most—and which teams must collaborate to make it true?
This sounds like a small semantic shift. It isn’t. It changes how objectives get created, how teams are staffed, and how accountability works.
Instead of turning company OKRs into a vertical cascade, you treat strategic OKRs as a set of outcome commitments that teams voluntarily align to—by defining their contribution, their approach, and how they’ll measure progress.
Alignment becomes a dialogue, not a pushdown.
Cagan’s work draws a sharp divide between two operating models:
feature teams (mercenaries): given roadmaps, measured by delivery
empowered teams (missionaries): given problems, measured by outcomes
OKRs, as a mechanism, belong to the second model.
Because the whole point of OKRs is not to specify tasks—it’s to specify outcomes and leave room for teams to decide how.
If your teams are still operating like feature factories—building what they’re told—OKRs turn into a second layer of management theatre. You’ll have roadmaps and OKRs, but they won’t be coherent. The roadmap dictates what happens, and the OKRs become decorative.
The practical implication is uncomfortable but clarifying:
If you want OKRs to work, you can’t treat them as a “goal framework” bolted onto the old operating model. You need the operating model shift: problems to solve, autonomy in approach, accountability for outcomes.
And there’s a crucial nuance for growth-stage CEOs:
Empowerment without context becomes chaos. Empowerment with context becomes coordinated innovation.
Teams need the strategic insight—the “why this outcome matters,” what constraints exist, what trade-offs are acceptable. Then they can contribute intelligently.
OKRs formalise this conversation. But the conversation is the point.
Perri’s “build trap” diagnosis is simple:
Many organisations measure success by outputs (features shipped, projects completed) rather than outcomes (impact created, value realised).
That’s not just a product problem. It’s a management problem. And it shows up directly inside OKR systems.
When cascades dominate, teams write key results that are actually deliverables:
“Launch X”
“Ship Y”
“Release Z”
They call them key results, but they’re outputs. They don’t tell you whether value was created. They tell you whether activity occurred.
Perri’s framing pushes you toward a different organisational question:
How do customers actually get value from you?
If you answer that honestly, you can map your “value streams”—the end-to-end flow from intent → experience → outcome. And once you can see value streams, you immediately see why org-chart cascades don’t fit:
Value streams cut across functions.
So the work has to be coordinated across functions too.
That’s why a healthy OKR system often becomes a mirror held up to your org design. It reveals where the work wants to flow, versus where your structure forces it into handoffs.
Gothelf and Seiden’s core argument is that modern environments punish rigid planning and reward fast learning.
Traditional management assumes:
plan in advance
execute the plan
measure completion
Outcome-focused management assumes:
set the outcome
run experiments
measure impact
adapt continuously
This matters for OKRs because a quarterly OKR cadence is not just a planning rhythm—it’s a learning rhythm. It creates a window long enough to move a meaningful outcome, but short enough to adjust when reality changes.
They also call out a cascade failure that every CEO has felt:
When OKRs cascade down, each layer filters and translates the strategy until the front line receives a diluted version with no context. People comply with tasks, but the “why” is gone.
Their alternative is alignment without prescription:
leaders clarify outcomes and context
teams articulate how they’ll contribute
progress is measured by impact, not busyness
the organisation learns faster than competitors
Which is exactly what a growth-stage company needs.
If cascades are a push system—leadership pushes objectives down the org chart—then “alignment, not cascade” is a pull system:
Leadership defines the few outcomes that matter (strategic OKRs)
Teams pull those outcomes into their plans by stating their contribution
Cross-functional work is made explicit rather than hidden in dependencies
Execution is managed through learning loops, not status updates
That’s how you get both:
alignment (everyone moving toward the same outcomes)
agency (teams owning the how)
Here’s the part most companies miss:
OKRs don’t just align execution. They reveal structure problems.
When you write real outcome-based OKRs, you’ll immediately see:
which outcomes require cross-functional collaboration
where handoffs create drag
where “ownership” is missing or duplicated
which dependencies are chronic
where your org chart doesn’t match how value is delivered
That’s not failure. That’s the system doing its job.
So instead of reorganising first and then cascading OKRs into the new org chart, flip it:
implement strategic OKRs
observe how work actually flows for 2–3 cycles
reorganise based on evidence, not theory
Structure should enable value flow—not constrain it.
Ask: who needs to work on this objective?
Not: what’s each department’s OKR?
Accept it. Design for it. Stop trying to force outcomes into silos.
They surface how execution truly happens—and where friction lives.
Teams should define their contribution and approach, not receive it as a task list.
Run OKRs, observe patterns, then adjust org design to match reality.
When OKRs are done right, you don’t get a perfect cascade.
You get something better:
a shared strategic focus
teams that understand the “why”
cross-functional execution organised around outcomes
clear measurement of impact
continuous learning cycles
and an org structure that evolves based on how value is actually delivered
