Proximate Objectives
Rumelt’s rule for goal-setting inside a strategy: choose objectives close enough to hit, and let leaders absorb the ambiguity instead of relaying it.
The rule sounds modest and is not. A proximate objective is a target the organisation can reasonably expect to accomplish given the diagnosis, and Rumelt's point is that this is a leadership obligation, not a lack of ambition. Kennedy's moonshot, he notes, was more proximate than it looked: by 1961 the technical path was largely known, which is precisely what made the audacity responsible rather than theatrical.
Leaders absorb ambiguity
The deeper principle: a leader who hands teams an ambiguous aspiration, "win the market", has delegated the strategic work. A leader who hands them a proximate objective, "achieve this capability by Q3", has done it. And the relationship runs with uncertainty, not against it: the more uncertain the environment, the more proximate the objectives should be, because ambiguity relayed downward multiplies while ambiguity absorbed at the top is converted into direction. The best proximate objective is often the crux itself, isolated and made attackable. Its opposite is the blue-sky objective from Bad Strategy: the desired end state restated, with the hard part left out.
The honest tension with stretch goals
Held openly in our library: aspirational targets argue for labelled stretch where 100% is not expected, and Rumelt argues for targets you expect to hit. The reconciliation runs through scope versus target. Make the scope proximate: this quarter's crux, not the five-year dream, with leaders doing that absorption. Then let the target stretch only where the metric and the team's maturity can carry it, explicitly labelled. An unlabelled stretch target on an ambiguous objective is ambiguity relayed downward twice, the exact failure Rumelt names, wearing motivational clothing.
How this connects to OKRs
In practice this shapes how we coach Objective writing: the Objective states a proximate scope the team can own, the Key Results carry whatever stretch is honest, and the narrative records which is which. When a quarterly plan reads as inspiring but nobody can say what would count as done, Rumelt is the corrective we reach for first.
